Key takeaways
- The free WhatsApp Business app suits owner-run businesses that reply by hand, with quick replies, greeting and away messages, labels and a catalog.
- The WhatsApp Business Platform (API) adds scale and integrations, but needs a provider or a developer, approved templates and customer opt-in.
- Outside the 24-hour customer service window, a business can message people only with an approved template.
- Meta charges for each delivered template message by category and country, and since 1 October 2026 for service replies beyond 1,000 free per number each month.
- An AI employee on top of the API holds the conversation, follows up, calls leads and alerts the owner; Meta's own AI agent is an option if you only need chat.
On this page
If customers already message you on WhatsApp, you have three levels to choose from: the free WhatsApp Business app on your phone, the WhatsApp Business Platform (often called the WhatsApp Business API), and an AI employee that works on top of the API and actually holds the conversation.
The short answer to WhatsApp Business app vs API: if one or two people reply to chats by hand, the app is enough. If several people need to reply, or you need approved templates, CRM links and messages at scale, you need the API. And if the real problem is that nobody replies fast or follows up, you need something to hold the conversation, which is where an AI employee fits.
Here is how each level works for an Indian small business, what it costs to run, and how to choose.
Level 1: the WhatsApp Business app
The WhatsApp Business app is free to download and use. WhatsApp describes it as being for small businesses that talk to customers from a single device, with limited customisation and integration with other tools.
What you get:
- A business profile with your logo, address, hours and description.
- A greeting message for new customers and away messages outside business hours.
- Quick replies: shortcuts for answers you send often.
- Labels to sort chats, such as "new lead", "visit booked" or "paid".
- A catalog of your products or services, and broadcasts to send one message to many customers at once (Meta's paid Meta One plans add more broadcast credits).
Although it is built around one phone, you can link your account on up to four additional devices, so a colleague can reply from their own phone. With Meta Verified, a paid subscription that Meta is now bringing into its Meta One plans, WhatsApp says you can link up to 10 devices and agents.
Where the app runs out: apart from greeting and away messages, and Meta's own AI agent for eligible businesses, every reply depends on someone typing it. Integration with your CRM or sheet is limited, follow-up depends on memory, and when the person holding the phone is busy, chats wait.
Level 2: the WhatsApp Business Platform (API)
The WhatsApp Business Platform is not an app. It is a connection (an API, or application programming interface) that lets software send and receive WhatsApp messages on your business number. WhatsApp describes it as the option for medium and large businesses that chat with customers at scale.
You can get it through one of Meta's approved Business Solution Providers, or connect directly, which needs a developer. Either way, four rules shape how you use it:
- The 24-hour customer service window. When a customer messages you, a 24-hour window opens, and it resets with every new message from them. Inside it, you can send any message, not only templates.
- Templates outside the window. To message someone outside that window, such as a reminder or a follow-up, you must use a template: a pre-written message approved by Meta. Templates are marketing, utility or authentication, and review can take up to 24 hours.
- Opt-in first. People must agree to hear from you before you message them. Meta says the opt-in must clearly name your business and make clear that the person is opting in. You can collect it on your website, by SMS, on a phone call or on paper. Businesses whose quality stays low get their messaging rate-limited.
- One number, both places. Meta now lets a WhatsApp Business app number be connected to the API through a partner while you keep using the app for one-to-one chats. Some features, such as broadcast lists, stop working on that number.
How Meta charges for the WhatsApp Business API in India
Since 1 July 2025, Meta charges per message rather than per conversation. Template messages are charged when delivered, at rates that depend on the template category and the customer's country. India has its own rates, and Meta began moving eligible India-based accounts to billing in rupees in January 2026.
Replies inside the 24-hour window, which Meta calls service messages, were free from November 2024. Since 1 October 2026, service messages are charged too, at Meta's published rates, which in each country are the same as for utility and authentication messages. The first 1,000 service messages from each business number are free every month. Since the same date, utility templates sent inside an open window are charged as well.
There is a useful exception for advertisers. When someone messages you from a Click to WhatsApp ad or a Facebook Page button and you reply within 24 hours, Meta opens a free entry point window, and messages sent in it are free. Check Meta's pricing page for how long the window currently lasts.
Your provider charges its own fee on top. Before you budget, check Meta's official pricing page and its rate card. Meta's prices and rules change several times a year, so check them on the day you budget.
Where the API runs out: the API is plumbing. On its own it writes no replies: you need people with a shared inbox, a chatbot or an AI agent, Meta's own or another provider's, plus someone to set up templates and follow-up.
Level 3: an AI employee on top
You will see plenty of offers for a WhatsApp AI chatbot for business in India. A basic chatbot shows a menu of buttons and fixed answers, which works for simple questions like timings and location. But customers type freely, in Hindi and English, and ask things the menu never expected.
An AI employee goes further. It uses the WhatsApp connection to do the work a good sales coordinator would do:
- Holds the conversation. It understands the question, answers from information you approve and asks the next useful question.
- Qualifies and books. Budget, location and timeline for a property buyer; car model and service for a detailing customer. Then a booked visit or slot.
- Follows up. A WhatsApp message after a call, a reminder before the visit, a nudge when a lead goes quiet, using approved templates where the rules require them.
- Alerts the owner when a hot lead or a complaint comes in.
- Works with calls. Some leads would rather talk than type, so an AI employee that can also call them in Hindi or English covers both.
It follows the same WhatsApp rules on opt-in, templates and Meta's charges. What changes is that it is built to give every chat a reply and every lead a dated next step. For property leads, this 21-day follow-up plan shows what those steps look like.
What about Meta's own AI for WhatsApp?
Meta now offers its own AI for businesses, and it is fair to consider it.
In May 2026, Meta launched Business AI on WhatsApp for small businesses in India, inside the WhatsApp Business app. Meta says it can respond to customer queries 24/7, capture leads, book appointments and recommend products, that it is available in all native Indian languages, and that the owner can take over a conversation when a query needs a person. Businesses must meet eligibility criteria to use it.
In June 2026, Meta made this agent, now called Meta Business Agent, available more widely on WhatsApp and Messenger, and said it is expanding it to Instagram. WhatsApp's own pages now say the agent is free each month up to an included allowance, and more responses need a paid Meta One plan. On the API, Meta's pricing documentation lists separate charges for Business Agent messages from August 2026.
If your chats are mostly product questions and you sell from the WhatsApp Business app, Meta's AI is worth trying. Consider a separate AI employee when you also need phone calls to leads, follow-up tied to your CRM or sheet, call recordings and transcripts, or a team that designs and runs the whole system for you.
WhatsApp Business app vs API vs AI employee compared
| WhatsApp Business app | WhatsApp Business Platform (API) | AI employee on top | |
|---|---|---|---|
| Cost | Free; paid extras through Meta Verified and Meta One plans | Meta's message charges plus your provider's fee | Provider's setup fee and plan, plus Meta's message charges |
| Who replies | You or your staff, by hand | Your team, through software | The AI, with your team for handovers |
| Users | Main phone plus up to four linked devices (10 with Meta Verified) | Many people through a shared inbox | The AI plus your team |
| Messaging customers first | Broadcasts | Approved templates to opted-in customers | Approved templates, sent on schedule |
| Integrations | Limited | Sheets, CRMs and other software, through your provider | Sheets, CRM and calendar, connected for you |
| Follow-up | From memory | Possible, if someone builds it | Built in |
| Calls to a lead's phone number | Separate | Separate | Can also call leads in Hindi or English |
| Setup | Download and start | Needs a provider or a developer | Done by the provider |
Which one do you need?
Choose by how many enquiries you get and who answers them:
- Owner-run business, a handful of chats a day. The free app is enough. Set up quick replies, a greeting, away messages and labels, and reply within the hour. A car detailing studio can start here: see WhatsApp for car detailing studios.
- A small team sharing the load, or ads bringing steady leads. Move to the API through a provider, with a shared inbox so several people can reply and every chat is logged.
- High lead volume from portals or ads, and leads going cold. Add an AI employee on top of the API, ideally one that can also call. In a real-estate office buying portal and Meta leads, the first proper conversation and steady follow-up decide who gets the site visit.
One quick test: if a lead messages at 10 pm on a Sunday, who replies, and who follows up on Tuesday? If the honest answer is "nobody", the app or the API alone will not fix it: you need people or an AI agent to reply and follow up.
The bottom line
The WhatsApp Business app is a free, sensible start for owner-run businesses. The API adds scale, templates and integrations, but it is only plumbing, and it comes with Meta's rules and charges. If your real gap is fast replies and steady follow-up, put an AI employee on top, or try Meta's own AI if chat is all you need.
Voz AI's AI employee handles WhatsApp replies, follow-ups after a call for people who opted in, and alerts to the owner, alongside phone calls in Hindi and English and Instagram DMs. See the AI employee for calls, WhatsApp and Instagram, and start with a free test call to your own phone.
Frequently asked questions
Is the WhatsApp Business app free in India?
Yes. The WhatsApp Business app is free to download and use; you only pay for your phone's data. It includes a business profile, greeting and away messages, quick replies, labels and a catalog. Meta Verified, an optional paid subscription that Meta is now bringing into its Meta One plans, adds features such as linking up to 10 devices and agents to one account.
How much does the WhatsApp Business API cost in India?
Meta charges per delivered template message, with rates set by category (marketing, utility or authentication) and by the customer's country. Since 1 October 2026 it also charges for service replies inside the 24-hour window, after the first 1,000 free per business number each month. Meta is moving eligible India-based accounts to rupee billing. Your provider adds its own fee, so check Meta's official rate card before you budget.
Can I use the same number on the WhatsApp Business app and the API?
Often, yes. Meta lets a WhatsApp Business app number be connected to the API through a partner while the business keeps using the app for one-to-one chats. Some app features, such as broadcast lists, stop working on that number, and messages sent through the API are charged at API rates. Ask your provider whether your number qualifies.
Do customers need to opt in before I message them on WhatsApp?
Yes. On the WhatsApp Business Platform, Meta requires opt-in before you message people. The opt-in must clearly name your business and make clear that the person is agreeing to receive messages from you. You can collect it on your website, by SMS, on a phone call or on paper, and you must also follow applicable law.
What is Business AI on WhatsApp?
Business AI is Meta's AI agent inside the WhatsApp Business app, launched for small businesses in India in May 2026 and now called Meta Business Agent. Meta says it answers customer queries around the clock, captures leads and books appointments in Indian languages, and the owner can take over a conversation when a query needs a person. WhatsApp's pages now describe its agent as free up to a monthly allowance, with more on a paid Meta One plan.
